A week after Ken Livingstone published his new planning framework for Waterloo, a contest has been launched to find a design team to develop a new City Square around Waterloo Road.

Following the publication of the Mayor of London’s Waterloo Opportunity Area Planning Framework, South Bank Employers’ Group has – on behalf of the Waterloo City Square Implementation Group – launched a contest to find a design team to create a new City Square in Waterloo.

The Waterloo City Square Implementation Group aims to develop concept ideas for the area around the BFI IMAX roundabout and Waterloo Road.

This complex labyrinth of spaces, links and routes stretching from subways to streets, squares and raised walkways is confusing and unwelcoming for pedestrians.

The long-term aim is to provide a unified and quality public environment worthy of the area’s national and international significance; to improve accessibility and connections to transport interchanges; and enhance walking routes.

It is anticipated that public consultation on the future of the site will commence next year.

The first stage of the competition is open to all professional designers who are invited to create a consortium or team able to demonstrate both the technical ability and financial and economic standing required to deliver the Waterloo City Square commission.

These submissions will be evaluated and a shortlist will be invited to take part in the second stage of the competition.

The second stage of the competition will involve the preparation of a concept design in response to a detailed project brief and evaluation criteria. Concepts will be presented to a judging panel of key stakeholders and a figurehead from the field of design and architecture. Shortlisted teams will be entitled to an honorarium paid upon satisfactory completion of this stage of the competition.
