Description of the area of intervention
The area of intervention is the old core of the city of Vushtrri, which has organic and winding streets, nodes and clusters within the urban fabric and elements of original materials. The cultural heritage sites, Stone Bridge, Hamam of Ali Bey and Old Castle sit isolated in their islands. Their presence and influence in the city cannot be felt and understood in the ground level any more. There is obviously a broken connection between the past and the present. Vushtrri is a city in a continuous transition, with juxtaposition of new and old buildings. It`s multilayered past is visualized by the organic street network and many specific buildings and sites located mainly in the old city area. Even though being developed chronologically unplanned, the old centre of the city has always remained the most vital zone. This centre is exactly the area of intervention, where the Stone Bridge, the Hamam of Ali Bey and the Castle are located. This area contains mixed residential buildings (3 to 8 stories), educational and cultural institutions, religious, administrative and commercial buildings. This area is characterized by the narrow and organic streets paved with cobblestones, traditional houses, small markets and cultural heritage monuments and sites. The whole city itself has an anthropomorphic/intimate character, besides the new high-rise buildings in the setting and context of the monuments and sites. These new developments have an improper interaction with the monuments and sites by limiting their views and competing with their shape, materials and height. In addition to that, new developments are affecting the values of these historic buildings. Instead of having spatial and material relationships with their settings, historic buildings sit marooned in their isolated ‘islands’. The monuments and sites are not accessible by people, except the Stone Bridge where access is provided by a restaurant. These sites are not open to public, but at the same time they are not accessible for disabled people (uneven surfaces, no ramps, etc.). The cultural heritage sites are not social and economical sustainable as they are not used, meaning the local community does not benefit from them. The context of these cultural heritage sites is quite vivid and animated, with small businesses, markets and other social activities. The streets are used by cars, pedestrians and cyclists. The existing road “Dëshmorët e Kombit” passing by the Castle, is the most frequented road in the city, especially by 12-20 years old scholars and around 50 years old people.
- The aim of competition
The aim of the competition is to connect the past and the present of Vushtrri City and to protect and reanimate the connection of the city’s fabric so the cultural diversity and new developments will strengthen the city’s sense of age and continuity.
- What to consider
The competition is a Call for Design Ideas only in the first instance, with no commitment other than the award of prize money. Only submissions having the Unique Registration Number (URN) will be accepted. The URN should be prominently displayed on each document submitted. Any submission containing identifying marks as logos, text, insignia or personal images will be automatically disqualified. Teams must not have more than 5 members, and can be multidisciplinary.
Any individual or team may submit only one project proposal.
The competition official language is English.

Documents that must be submitted include the following elements:
CV of the applicant- Euro pass format (.pdf);
One illustrated A1 poster (.pdf) – outlining the overall concept and design approach as an initial response to the site and brief;
Five A3 sheets (.pdf) – detailed description of the design proposal;
Design proposal statement (.pdf) – a maximum 1000 word summary describing how the proposal addresses the project`s aspirations, concept, relationship to landscape, sustainability, initial ideas about materials, ascribing new values to the cultural heritage sites, community involvement, city development, etc.
