The Highland Green Foundation (HGF) and Fish Church Conservancy (FCC) are seeking qualifications from design professionals to provide consultant services to conduct an architectural conditions assessment of the First Presbyterian Church (FPC) complex. The intent is to obtain an analysis of the current conditions of the buildings and recommendations from the selected team (Phase I) and then proceed into a subsequent rehabilitation and restoration phase (Phase II) with the same team. The scope includes the Wallace K Harrison designed sanctuary (1958), carillon tower (1968), community/education wing (1954-1955), and grounds.
The FPC is listed on the Connecticut State Register of Historic Places and is in the process of being nominated as a National Historic Landmark. HGF is initiating a multi-year capital campaign to repair, conserve, restore, and upgrade the church complex and address other maintenance needs.
The conditions assessment (Phase I) is the initial step in anticipation of establishing capital needs priorities in anticipation of applying for outside grant funding in 2016 from the State Historic Preservation Office (SHPO) of the Connecticut Department of Economic and Community Development (DECD) and private foundations. The work is anticipated to be conducted in phases. HGF intends to seek additional planning funds in the fall of 2015 to prepare CDs for the initial grant applications. All work recommended in the conditions assessment shall be in accordance with SHPO standards.
The conditions assessment will review comprehensive repair needs of the complex’s envelopes, structural and MEP systems, and interior finishes and provide prioritized recommendations and phasing. In particular, the study should examine the extent of moisture infiltration in the sanctuary dalle de verre, structural movement of the carillon tower, and improving climate control in the sanctuary to permit summer use. The conditions assessment will determine the technical advisability and cost of needed capital repairs relative to project conditions and establish a preliminary project scope in compliance with SOIS, budget, and schedule. In addition, contingent on funding, the conditions assessment may also be used as a baseline to inform select material conservation investigations in the sanctuary and carillon.
The selected team must meet the Secretary of Interior Standards (SOIS) for Historic Rehabilitation (36 CFR 67) as determined by the Connecticut SHPO, with direct experience in evaluation and architectural design for historic structures consistent with SHPO approval standards.
