The NYC Department of Design and Construction (DDC) "turned the tables" on lowest-bid as the "prime motivator in procurement, instituting a quality-based selection process." "DDC developed two new methods of procurement, streamlining the RFP process to attract the right architect to the right project and to allow a greater range of firms the opportunity of winning public commissions." What if AIA/LA was to propose (as part of its 2009 legislative agenda) its own version of a Design and Construction Excellence Initiative (as inspired by NYC's Department of Design and Construction)?
